In a few days (probably on Tuesday), default XML encoding will change from windows-1251 to ISO-8859-1. It will affect both the product database and all the XML interfaces.
It only affects you if you are using your own script which is dependant on the encoding used. If you're using the standard script, then everything will function correctly without any changes.
